Permits are not only required by law everywhere but if your house burnt down, was flooded or your family suffers a personal injury or your house is damaged based on work performed by unlicensed and or unpermitted people it has been our experience that the insurance companies would not cover the damage.

The State of Illinois also has Consumer Protection Act Laws that all services and contractors must comply with in all ways. If the builder you have been talking with is not familiar with this ACT and how they must comply with the consumers protection act of the State of Illinois then you have a problem. For example part of these laws require that they inform you the consumer of these laws and have you sign paperwork required by law at contract.
